Combining answers means summing up the votes and/or the answers too?

Combining answers might be a bit difficult. Here's an idea. If answer A is older than its duplicate answer B, then A should survive B. But if B has more votes than A, B should survive A. So combining A and B would imply to evaluate the weight of A and B respectively.
